Commentary:
Issued nine months after the Buenos Aires cabildo’s statement of independence, this official publication outlines rules for provincial governance. Provisions are stated for elections, the number of seats on the provincial juntas, and provincial responsibilities for security. The signatories include Dean Funes.
The document clearly shows that Buenos Aires viewed itself as the de facto national government. Of course, the provinces did not agree on this point.
